    Well, it depends on the student. Sixth Foms are normally alot my formal, uniform, detention etc. And they also make you stay in for revision...
    So if you are a person who is not independant and needs a strictish education, then sixth form. Also they tend to have higher grades on average.

    On the other hand if you are an independant person who can do their own things and structure their time, then go college.

    I would say college, more independence, it forces you to grow up more and prepares you for work and university whereas at sixth form you are still spoon fed. You are more likely to meet new friends at college.
