Electricity - Physics Help!

Hi

I have some questions on Electricity
1) Can positive charges move (I know that negative charges can but I was not sure about positive)?
2) If not, when charging an electroscope by induction and you put a negatively charged rod but the top of it, how is the top positive? Is it because all the negative charge is being repelled and is at the bottom?
3) When you then earth the electroscope, why does the leaf next to the golden plate and is not repelled?
4) When you earth the electroscope, why do you have to remove you finger/stop earthing it before moving the negatively charged rod away?
