Well it could mean that he's a secret agent working for the government and he flirts to throw off any counter agents from his trail by giving the impression that hes a normal guy.
More likely though (not that the above is impossible) he likes you and would like to be more than friends.

Do nothing, you said you'd already discussed it, so he knows you're not interested. Ignore his advances and he'll get bored.

What are these religious reasons? Consider whether it's just tradition and culture that got mixed up and labelled "Religion" - or whether it's actually religion. Not to insult your reasons/religion, but with Islam/Sikhism sort of religions, often a lot of culture does get mixed up into them I've noticed - or that is my impression anyway.

I know Muslims aren't meant to date, but I've met Muslims who are dating. I have a Sikh friend who doesn't date, but I think that's cultural as opposed to religious. I've met my bf lol, who had actually wanted to court a girl, and not date (we're Christians).
