Probably "not equal to", though that would usually be written as \neq.

(It doesn't look like a normal "is not equal to" sign because it's unicode character 256A, which has the official name "box drawings vertical single and horizontal double". :p: The real "is not equal to" sign is ≠, unicode 2260 (hex).)
