I would assume not- its certainly not a wise idea to turn up to one with just pass ID, you need a passport or driving licence to guarentee you can get in.
They're supposed to accept it as it's a legal form of ID, but many don't. Just get a drivers license and save yourself the worry.

I wouldn't rely on it.... quite a few places will reject you. If you can, get a passport or provisional license
Yuo can contact PASS if your card is rejected and they will investigate but by then it's too late. Sadly it is probably better to get a provisional driving license.
