Why do we run faster with our hands straight back and palms facing up?

Afaik athletes in a close race throw their arms back and 'dip at the line' to try and get part of their torso sticking out further forward on the finish cameras - it's first bit of the torso crossing the line that counts (if hands counted I guess they'd be sticking their hands out in front of them)
