The first question is asking you to describe the effects of the temperature? Look at the correlation, as you increase the temperature they were soaked in, a lower percentage of seeds germinated, this was also the case with the temperature they were germinated at, higher was less successful, then give an example that proves this.
The second part is asking you to give a reason for this. I don't know what this is but, for example, the reason for the lower success rate at higher temperatures is because the enzymes needed for germination start to denature at X*C
