    I am struggling as to what to write for my creative story. I was wondering if the plot of the story can be a mother and daughter living in poverty in the world today?

    In short, yes.
    It's creative writing, as long as you're within reasonable bounds of the question being asked, you can pretty much go where the wind takes you. Just make sure your idea can help you show off your English technique, get all those descriptive features in there. The idea itself isn't all that important in the mark scheme.
