    Hey,

    I took me ages to get my head around this, but here it goes!!!

    QMV is a system of weighted votes used in the Council of Ministers.
    Each country is given a number of votes in the Council weighted according to its size and population;

    e.g Germany has 10 Finland has 3

    There are currently 87 votes distributed between the member states.
    Under QMV has majority of 62 votes is needed into order to pass a proposal, unlike the usual majority of 44.
    This is so that a motion has to get the support of a least half of the member states and therefore half of the population of the EU

    However, with enlargement the number of votes in the Council is now 345 and therefore a QMV of 255 is needed to pass a proposal.
