    Basically I want to find out what my neighbours are claiming and also my neighbour has 3 sons and a mother in a two bedroom flat is this legal?

    No you cannot find out unless you ask your neighbour and yes it is legal to live with as many people as you wish.

    It's not your businuess what they claim.and yes having a crowded house is legal, it's just not ideal. They're probably struggling financially.
