This is an initial assessment and you may wish to have your fee classification reviewed. If so, please complete our fees assessment questionnaire which can be found on our website.When returning the questionnaire to us, please include a copy of your passport, if appropriate, or any other supporting information that you feel may be useful to us.If we receive this information we may be able to reassess you as a Home/EU fee payer depending on your circumstances; in this case we would then send out a revised offer. However, without further information you would remain as an overseas fee payer.Please get in touch if you need information or advice.
The fact it states in this case we would send out a revised offer?

My interpretation is that they are looking at whether you are international or home/EU because the places are in completely separate pools. It would obviously be more advantageous to you to be a home/EU applicant because the fees are much cheaper. You seem to have applied as international. It's an initial assessment and not an offer, although it implies they are interested enough in you to ask you for more information. 'We would send out a revised offer' is a conditional statement that if they were to make you an offer, it would be revised from the offer you originally asked for, i.e. an international offer.
