It's really quite simple; given any population within a species extremes on either side of the spectrum are selected against via natural selection. This means that unusually short and tall men are less likely to be selected as partners therefore their genes will have less chance of being passed on in the form of offspring.

This type of selection is called stabilising selection and is usually represented in the form of a normal distribution (i.e: bell curve) The relative abundance of males below 6 foot worldwide would seem to point towards stabilising selection in humans

Of course, due to the average human height increasing worldwide you could probably argue instead for directional selection, although it seems to only be the individuals of the white race and black race that reach 6 foot plus.
