Every uni can set its own eligibility criteria, so you'll only know if you try applying where you are. Personally I think it's unlikely unless the problem would directly lead to you having to leave uni - maybe not even then.

As a BTW, my brother's a plumber/gas fitter and he'd charge that kind of money for revamping a complete gas heating system and servicing an existing boiler. I'd get another couple of quotes if I were you - £1000+ for "a leak" sounds like a total ripoff.
