I submitted my Gates Cambridge application on October 15, 1:00 UK time (they said that they'd accept applications a few hours after the deadline), and submitted all outstanding documents on October 29, 23:00 UK time. But my application is still "awaiting consideration by the department"--it's been three business days. Is this normal? And how long does it take for Cambridge to respond with postgraduate taught course offers?
I've emailed and called the admissions office, and they haven't been particularly forthcoming about the situation. The political science & international affairs department hasn't responded to my emails.

They're not responding because they don't have anything to tell you yet

One of the things about a Cambridge application is that you have to be very, very patient - there are lots of stages and each stage is variable. What's the timetable on the Gates website? - it's likely that they will be keeping more or less to that.

You may well not hear until Feb/Mar when they have a better idea what the general strength of the applicant field is, across all specialisms.
