I'm a first year and when out in a bar or something my friends will all try to talk with girls and encourage me to do so as well, but I always get a panic attack (really fast heart rate and chest burning feeling) before I speak to them.. I don't think it's a medical problem but more of a social problem so is there any way to overcome this?

    Just do it.
Or, focus on your work at uni.

That's not a panic attack. You are experiencing higher than average levels of anxiety, but that's not a panic attack. Don't trivialise panic attacks.

That aside, I used to get that, sometimes still do when sober. Surely alcohol reduces that effect?

Please try and pluck up the courage to talk to girls! As long as you appear genuine, you won't have a problem.
I'm a 17 year old girl, and I've never been asked out. People don't believe me when I tell them. I know people who have been interested in me but they have never plucked up the courage to talk to me; It's really frustrating.

Then speak to the people who like you as a pose to waiting for them to speak to you? Urgh that frustrates/annoys me that guys seem still in the modern day to be expected to always be the one to make the move. Girls should too.
