One of my close guy friends put his arm around my shoulder and around my waist when we were on a sofa at a party this weekend, he didn't make a big deal out of it either we were just really casual.
When one of my friends asked him if he liked me he didn't say yes but he didn't say no, I don't know if this means he is comfortable with me or if he likes me.

Have you ever put your arms around someone you don't like or aren't comfortable with? That should answer your question.

Also the real question is how do you feel about him?

Shoulder = friendship or judging reaction prior to escalation
Waist = he'd like to do unspeakable things with you

I tend to do this often without realising with close girl mates I don't really think much of it.
