I'm absolutely curious to know about the dating culture in the UK, as I will be moving there in a couple months - to Oxford - from Canada. Do inform me!

First you must get a licence to date, you have to go to your local skills centre and complete a computer based test on dating; there are questions about consent and british values.

Once you get your licence and have met somone you would like to date you must complete form 181b, either party may fill in this form but it must be signed by both parties. You send off the form by post and you can expect to wait up to 14 working days for a responce. Once your date has been approved by the Date Quality Commission you can book your date!

Make sure you bring all appropriate paperwork. This system might look mad to an outsider but it has drasticly improved the quality of dates.

You won't be getting many serious answers here. All I can say is, respect British culture to have more success on that front.

People spend several months being the other persons friend before asking them out, often posting a few threads on TSR for reassurance.
