In modern times any UK applicant will need predicted or actual grades at 18+ level of AAA or equivalent. There will be pre-18+ examination applicants applying who have taken no 17+ examinations and there will be candidates with 16+ examinations severely affected by illnesses who have chosen not to resit and have moved on to 17+ examinations.

Just before I applied to Oxford I was having some trouble with my references and predicted grades (my teacher was off sick for a long time and we had several cover teachers). I emailed admissions and they said that in order to make a "competitive" application your predictions should meet the minimum entry requirements. I took this as you need to have the predicted grades/already have the grades if you want to stand a chance of getting an interview.
