    Planck was working on blackbody radiation, Einstein's work on the photoelectric effect came a few years later and was the convincing evidence that quanta were actually real.

    least that's what I remember being taught about the order of events.

    Plank actually didn't calculate such a constant, but since he'd worked out that the energy of the electromagnetic radiation emitted from a black body was proportional to the frequency of the radiation, he incorporated the constant of proportionality into the equation E=hf. It's value was left to be determined from experimental observation. As a result, Einstein could see how Plank's equation could be used to explain the photoelectric effect. Thus, Plank's constant was found from the equation eV=hf-w.
