Applying to Uni, with grades under the required on their site? watch

I'm really confused, using stats like unistats and whatuni many of the accepted applicants had significantly lower than the points required on their website, for instance, Chester, it asks for 280 Ucas points but 15% of applicants 160-199 points. So my question is, should I apply to the course even though I won't meet the 280 points (or at least I don't think) since the majority of others accepted have had lower than the required or should I not?

Depends on which uni it is.. If you apply to top unis and you're well below what they expect, it's just going to be disappointment. Other unis, such as south bank and UEL aren't as fussy, and will accept you still if they have places, remember some people will do better than expected and go through adjustment which frees up places and other unis.
