    Alright I feel like someone's already asked this but the learning curve is pretty sharp and I'm pretty confused!

    In the Education section for UCAS, it says "Please state the highest level of qualification you expect to have before you start your course." None of that makes any sense to me! What am I supposed to say?

    I'm a high school student graduating with the highest diploma my state offers... This is confusing!

    The answer will be high school diploma. It wants to know what your qualifications are up to this point, before you start your university course, i.e. how far up the educational ladder will you have got by the time you start.

    Below honours degree level qualifications, as you don't already have a university degree

    As the post above says. You are applying for a degree. You don't yet have one, so you are going for qualifications below that. You will have some qualifications, so the 'no' option is obviously going to be wrong.
