Your friend should be aiming a lot higher then the universities that you have mentioned.
Here are some I found, however a lot of universities do not list their requirements for the Subsidiary Diploma, because the Extended Diploma is the most commonly taken BTEC and why a lot of the time is the only one listed on requirements pages.

Royal Holloway, University of London - Accounting, Finance & Economics (BSc) (Distinction in a relevant subject plus A levels grade BB including Mathematics)

Brunel - Finance and Accounting (Distinction in a relevant subject plus A levels grade AB including Mathematics)

------------------------------------------------------------

Ambitious choices could be:

Manchester- Accounting (Distinction + AA)

Kings College London - Business Management (which includes some Accounting and Finance modules) - (D*AA or Distinction+AA)

London School of Economics -

Distinction* accepted with A*A at A Level for courses requiring A*AA
Distinction* accepted with AA at A Level for courses requiring AAA
Distinction* accepted with AB at A Level for courses requiring AAB

------------------------------------------------------------

A lot of universities do not list their requirements for the Subsidiary Diploma, however, usually if they accept the Extended Diploma (which is the most commonly taken BTEC and why a lot of the time is the only one listed) they should accept the Subsidiary Diploma with the equivalent A level grades to meet the offer, good unis like this include:

- Southampton
- Surrey
- Loughborough
- Queen Mary, University of London
- Lancaster
- University of East Anglia (UEA)
- Leicester
- York
- Bath (2nd for Accounting)
- City University London (CASS Business School)
- Sussex
