Well Parliament is predominantly white and the Royal Family almost exclusively so-so in a word yes.

That is a difficult question to answer.

First of all, where? Secondly - which white people? And linked to that, what do you mean by power?

If it's political and financial power, that is concentrated in the hands of a few. In the UK, it will probably mostly be in the hands of white people. In other parts of the world, it will be different. However, the vast majority of people, regardless of their race, won't have a whole lot of financial or political power at all.

Only incidentally, the ruling class holds power and they make sure to marry well and keep it in the family. It's only been a couple of generations that we have had the mobility between or even within nations that we have now and thus the ruling class is not admixed with the ruling classes of far-flung nations. Plus we have to remember that as non-white nations are far poorer there are fewer people from those countries with the economic or political clout to associate with the ruling classes of Europe and North America.

Although whites as a generalised term covers a wide range of cultures/world views. Russians don't get a long with the Europeans for example.

Top 10 powerful countries - 6 are largely "coloured"

So no.

Asia accounts for 1/3rd of the world population. And about 34% of world GDP and the fastest growing and likely to account for 50%+ by 2060.

Btw regardless the countries who don't have natural resources and who have mixed populations are the most prosperous. Doesn't matter what colour you are as long as you're hard working.
