You can do lots of things without drinking.
There are many people who do A-levels early, so apply early. Its not really a requirement to be 18 (applicant has to be at least 16 or 17 though).

I feel like most people make their friends at Freshers and by going to clubs and stuff?? I'm just worried I won't make friends

edit: this is a legit question-my friend in my year is 16 and because the chinese system is ahead of the uk system he was put into our year group instead of the year below

My friend is at uni right now, he just turned 18 last week! He's made friends easy. I guess your primary friends are your flat mates and he made lots through study groups and now he's making even more he can go out and drink.

I have a friend who was in the exact position that you're in (it was finally her 18th last week). But while she couldn't drink, our group would just hang out together and have nights in where everyone would just drink in one of our bedrooms, or just do other things, like we've had pizza/movie nights. You'll find that you make friends before you ever need to go out anyway, so when people do go out, it doesn't make much of a difference whether you go or not.
Don't worry, you'll find your people eventually, it just might take a bit longer than everyone else. I don't drink myself, so I know how it feels to worry about making friends during fresher's week. I think there's a lot of pressure on making friends in freshers week, but if you think about it, you'll be on a course that's at least 3 years long, so you'll have plenty of time to find your group (and you'll be 18 at some point anyway so you'll still be able to go out later). Plus you won't be the only person who doesn't drink and universities will acknowledge that there are people who don't drink for whatever reason, so they usually put on other events that don't involve alcohol
