I'd say it was equal with Aberystwyth .. not sure about St Andrews though. Reputation for I.R at Essex is really good. I'd come and have a look round the uni to get a real feel for the place and talk to the lecturers if you want to get a good idea about the course.
The reputation of the IR and politics departments are superb, and the tutors are very good. I study IR here and I love every minute of it, a good mix of theoretical approaches, historical views, economics, power politics and more. It also depends what aspect of international relations you want to study. From what I know, IR in St.Andrews is more oriented towards a political science approach based on conflict and security studies, whereas Essex' department of Government has specialists in international regimes, game theory, and European politics.
