Want some clarification. When applications ask what is your grade average thus far, do you give an average of the years so far that have counted towards your final degree?

Yes. Based on the logic that the reason they are asking is that they want to know that you are on track for some specific final grade for the degree.
The phrase 'grade average' is usually 'American' - is it a UK University asking for this?

If you know what the weightage is for each year/module then do that. Otherwise just the average for the years that count towards your final mark.
