    Just helping my buddy to ask.

    He was rejected last year in mid Aug after waiting for 4 months.

    He likes the course and wants to reapply again. Will he still stand a chance or just a waste of time? Will he be better off if apply right now? The course application deadline is end of June.

    Anyone has experience, please share.

    Agreed. No point applying with a similar application to the previous year.

    Some advice:

    a) Make sure the research proposal is well-researched and a supervisor in the relevant department has some experience with it;
    b) contact said supervisor with questions and to see if he/she would be interested in supervising such a proposal.
