I just wanted to ask how common is it for people to stay in halls 2nd year, and if it is possible for 2nd year students to move to halls after commuting the 1st year.

Private owned halls will generally offer places to all years and many people will change their minds about living at home so I can imagine it should be reasonably common. I lived with 3 3rd years and a 2nd year in my 1st year for a few months so its not unusual to find them in halls

Wouldn't you rather rent a flat with your mates from halls?

Check your uni's accommodation page, it may have a page that shows who's allowed to live in halls and when. If they don't, it may be worth contacting the accommodarion office.
