I guess there's a hidden partition taking up the used space. Generally windows take up only 15-20 percent of hard disk only.
Did you delete any partition without formating?
Do you have all of the important files on the remaining 64 percent?
If you have an external hard drive, try backing up your files on it.
Re-install windows 10 by formatting windows, watch some videos on youtube on how to prepare partitions or delete them properly. I guess formatting windows will help.

I haven't deleted anything, just clicked the reset PC option when it failed. no important files at all really there's barely anything on there as I keep everything on cloud services .

Alright, I guess your Hard Disk has gone bad. Get a new SSD hard drive for your pc, its much faster as well as reliable compared to conventional SATA.

SSDs are getting cheaper just like USBs did so yes you can afford it. Good Luck
