In June 02 Q6.(a) it asks for limitations yet in the mark scheme it gives both limitations and benefits and also asks for limitations for the government but only lists one benefit for it and nothing else! I don't get it The question says:

The government intends that all information to schools should be available to the Internet. Currently schools can receive documents from a web site or in printed paper form. In the near future, the provision of paper-based documents will be ended and schools will have all downloaded information.

    a) Discuss the limitations of providing documents online, for the schools and for the government.

    Mark scheme:

    Some Limitations then..
    Electronic data is more portable
More readily accessed when required compared with hard copy..these are not limitations?!

Also only reference to government was:
Less costs to government with no printing ...how is this a limitation?
