"I am an A level student and I have been studying in London for the past two years now. Before this I was temporarily staying and studying in Pakistan completing my CIE O Level after which I returned to the UK. I would like to let u know that I am a British Citizen and I have a permanent residence in the UK. So I would like to know what is the student loan law for me at university as I have not been in the UK for the past three years. I would be eagerly waiting for some replies."

Have a look at http://www.ukcisa.org.uk/International-Students/Fees--finance/Home-or-Overseas-fees/ to determine if you will be eligible to pay home fees

and http://www.ukcisa.org.uk/International-Students/Fees--finance/Government-Student-Support/ for eligibility for student support loans (both fee loans and living expenses loans).
it's usually based on residence for the last 3 years so you might have a fight on your hands to get funding and would have to argue about where you were "resident" for the third year. Did you come back here in the holidays? You might want to take a gap year but spend it in the uk, that way you dont have to argue.
