In a plant where the bud at the apex is removed, but is treated with IAA (auxins) and GA (gibberellin), why do lateral shoots grow underground that resemble a stem?

I thought that by maintaining the auxin concentration, the lateral shoots would not grow in the first place? & what role does GA have in the lateral bud development?

Do you agree with the proposed ban on plastic straws and cotton buds?
