    Students paying the full cost up front
    Students paying back loans based on income
    Lower tuition fees, the rest from public funds

    I think, for the most part, students should be expected to pay their own way. I don't think it's fair to impart the costs of your own professional development (or passion) entirely onto the taxpayer.
