You can't eliminate ISIS though, didn't you learn anything from Al-Qaeda? They ran into the mountains decades ago after 9/11, and just last year they conducted the Charlie Hebdo shooting in Paris.

Point is, no matter how small a terrorist group becomes, you will not be able to ever stop some foreign nationals from committing attacks in their name.

Therefore, bombing them is a waste of time and money, and we should be focusing on improving domestic security and helping France get its intelligence level on par with ours.
