    No.It's not ok. Nobody should use it, not even black people.

    Saying that however the use/reclaiming it seems to lower the shock value and make people feel more empowered.
    Regardless you will automatically lose any respect, I and many others had for you if we heard you using it.

    It all depends on the culture in which you find yourself.

    I wouldn't say it, but I also wouldn't say "Bants" "Innit" or "Y'feelme?"

    Your best bet to figure out if it's all right to say a word is: Are all the people around you saying it? If so then it's socially acceptable to say it in your social circle(Which could include the social circle 'Terrible human beings').

    I'm afraid we can't tell you what's appropriate to say around your social group.
