    Universities cannot grow medicine numbers without approval and direct awarding of additional student numbers from the funding council. http://www.hefce.ac.uk/lt/Healthcare/hefcerole/

    Any university over-recruiting on medicine places will be teaching them without any funding from the government (plus additional fines). That includes clawback of funds from universities that recruit more than the allowed numbers of international students.
