'Explain and apply Benthams and Mills utilitarianism to one ethical issue (not abortion or euthanasia)'

It may be extreme but you could use examples such as medication and everyday ethics for example the 5 people in hospital and one person needs all doses and who you give it too. or it can be applied to genetic modification, and murder for the enjoyment of others etc hope this gives you some ideas

Death Penalty, as it may be cheaper to kill people rather than holding them in prisons. Or prisoners being forced to do hard labour. Also, trade with countries that have bad human rights records. I'm not very informed about this, but these are just some ideas.

If you are doing the AQA spec, they want you to apply utilitarianism to one of the following specifically:
- crime & punishment
- war
- treatment of animals
- simulated killing
- lies & deception

It's quite a nice question, really. e.g. Would a utilitarian advocate lying in certain circumstances? You can explain the utility calculus, problems with counter intuitive conclusions and unpredictability of consequences. And you can explain why rule utilitarians would provide a different answer to act utilitarians.
