This is a classic case of a girl wanting the guy to make the move. And they know playing hard to get works. Just flat out tell her how you feel, that's what she wants.

Sounds hopeful. That's nice.
The whole being blunt thing and "ignoring" your messages- I doubt it's a reflection of her feelings or lack of feelings towards you, it could just be part of her character or something she does with every one. Don't bother reading in to it. Some aren't naturally flirty, it doesn't mean she isn't interested in you.
It might be worth having a frank discussion with her about it.
