Okay, so most of the time I will have to pay for parking if I can't find a space which at times can be frustrating because there will be times I don't have any change on me. I understand that the Walsall campus has free parking. Is there anyway I can propose to the student union about building a car park for students. I see the university spending all this money on new buildings, and yet considering I'm paying £9000 a year paying for parking especially at the expensive rates they am seems a bit too much.

I highly doubt it, with the amount of parking available in the city center (and the Mander Center isn't too expensive) I personally can see the SU not taking any action on this. Also, between the refractory getting renovated and Sci-fest coming up soon the SU would have more than enough projects on their mind.
