So I've recently received an email from the company stating that we have £64 left for the remainder of 22 weeks. This £64 is actually between 2 people. We have been renting for 26 weeks now but 5 of those weeks we weren't in so 21 weeks.
The all inclusive is £10 per person, per week so £20 per week.

The total would be £960 for the 48 weeks and they are basically saying that we have spent £896 of it in 21 weeks.

Can they actually do this? They did not notify us ever about how much we're spending and I don't even know how it's possible to spend that much.

Does your contract mention a usage limit at all?

They don't need to notify you, just tell you when you're running low.. It's not their job to contact you every time you spend £50 or whatever.
Although £20 a week is a quite a low limit (Mine's £70 a week but there is 4 of us..)

How much have you had the heating on? How much water have you been using? How much have you been using the washing machine?

I guess now you'd just have to cut back or be prepared to spend way more money. If it wasn't stated you'd probably be okay although if it explicitly states in the contract your allowance and you're close to going over that, then its your responsibility to monitor that..
