Why does an aldehyde give a positive result with tollen's reagent but not a ketone? (Not that hardcore)

Is it because the carbonyl group is at the end of the carbon chain and not in the centre like the ketone? Or is it related to that???????????

Why is it Brazil is currently the only market requiring reporting on aldehyde emissions in the car industry, yet WLTP has suddenly decided to make it a global requirement?

Yeah that's right, in an aldehyde there is a hydrogen attached to the carbon with an oxygen double bond on it, this makes the C-H bond polar and so the hydrogen is easily oxidised( which then reduced the silver ions to silver solid). In a ketone the carbon with a double bonded oxygen does not have a hydrogen attached.
