    Possibly because the majority (but not all) the jobs that really make use of an IR degree are more senior, and require a level of basic experience that someone graduating from an undergrad degree might not have. In many ways it is similar to an MBA, or many IR Masters degrees are designed as such, to add IR knowledge on top of a foundation of professional expertise in politics, history, economics, journalism, NGO work etc.

    The classic professional route in international and national/political organisations would be a traditional history/economics/politics undergrad degree, several years of professional experience, and then an IR Masters to broaden horizons and add knowledge on top of experience.

    It is in the nature of IR that jobs based on the degree work across national borders and have complex language, cultural, societal etc demands. They tend to be competitive and more senior, and there are very few direct entry level roles for IR specialists per se.
