    A135 - Ways and Means Amendment
    Proposed by: RayApparently

    Amend Section 1.1.5 of the Constitution from:
    1.1.5.running general, speakership, deputy speakership and, if requested, party leadership elections
    To:
    1.1.5.running general, speakership, Chairman of Ways and Means, Deputy Chairman of Ways and Means, and, if requested, party leadership elections
    Amend Section 2 of the Constitution from:
    2.The Deputy Speaker(s)
    2.1.support the Speaker and fill in in their absence
    2.2.shall be elected and serve as above, except that Deputy Speakers can retain their seats and party affiliation, while still remaining politically neutral when conducting speakership business
    2.3.are responsible for running a motion of no confidence in the speaker, and the subsequent Speakership election should this pass.
    To:
    2.The Chairman of Ways and Means
    2.1.supports the Speaker and fill in in their absence
    2.2.shall be elected and serve as above, except that the Chairman of Ways and Means can retain their seat and party affiliation, while still remaining politically neutral when conducting speakership business
    2.3. is responsible for running a motion of no confidence in the speaker, and the subsequent Speakership election should this pass.
    2.4. has seniority over the Deputy Chairman of Ways and Means.
    Add the following section to the Constitution and renumber accordingly:
    3.The Deputy Chairman of Ways and Means
    3.1.support the Chairman of Ways and Means and fill in in their absence
    3.2.shall be elected and serve as above, except that the Deputy Chairman of Ways and Means can retain their seat and party affiliation, while still remaining politically neutral when conducting speakership business
    3.3 shall only be involved in the administration of the House in the event that either the Speaker or Chairman of Ways and Means is absent; in this case, they shall assume the responsibilities of the Chairman of Ways and Means.
    Amend Section 4.1 of the Constitution from:
    4.1.are the only members of the house who may vote on bills, treaties, amendments, motions, petitions or votes of no confidence in the Government, Speaker or Deputy Speaker(s), and the only members bar the Speaker and Deputy Speakers who may post in the Division Lobby.
    To:
    4.1.are the only members of the house who may vote on bills, treaties, amendments, motions, petitions or votes of no confidence in the Government, Speaker, Chairman of Ways and Means, and Deputy Chairman of Ways and Means, and the only members bar the Speaker, Chairman of Ways and Means, and Deputy Chairman of Ways and Means who may post in the Division Lobby.
    Amend the following parts of Section 10 of the Constitution from:
    10.1.can be called in:
    10.1.1.The Speaker
    10.1.2.The Deputy Speaker(s)
    10.1.3.The Government
    10.1.4.Party Leaders
    10.2.remove the subject in question and except in the case of a vote of a government losing a motion of no confidence, shall lead to a new election. In the case of a new Speakership election following a motion of no confidence, it is run by a Deputy Speaker who is not running, or failing that a supermoderator or administrator.

    10.4 A motion of no confidence can be called in The Speaker, The Deputy Speaker(s) or The Government at any time, unless:

    10.6.3 in the Deputy Speaker(s), "That this House has no confidence in the Deputy Speaker(s).";
    10.6.4 the statement may be followed by an explanation of the reasons so as to act as an opening statement;

    10.7 When a valid Motion of No Confidence in the Government, the Speaker, or the Deputy Speaker(s) is submitted to the Speaker, the Speaker shall begin the process of the motion as part of the first TSR Model House of Commons Update after the submission of the motion.
    To:
    10.1.can be called in:

    10.1.4.The Government

    Day 4 – Current Speaker will Post the candidates who wish to stand as Deputy Speaker
    Day 4 – The Speaker will open a Secret Poll (for MPs only in the Division Lobby) with the candidates names and the option for Re-Open Nominations.
    Day 8 – Results of the Deputy Speaker election are announced.
    Day 8 - If no candidate has achieved 50% of the vote the two highest placed candidates are placed into a run-off lasting two days. Withdrawals are dealt with the same way as with Speaker Elections.
    Day 11 - Results of runoff, if required announced.

    5) The Deputy Speaker will have to be approved by the administration team

    6) In the event there is a draw, the Speaker will make the decision on who the Deputy shall be.

    7) In the event no Deputy is elected another round of election will be held.

    8) Deputy Speaker manifestos may be no more than 100 words.
    To:

    1) A Motion of No Confidence can be called against the Speaker or Deputy Speaker(s) at any point during their speakership unless they have held the position for less than two weeks, or less than two weeks have passed since the last motion of no confidence was submitted against the Speaker/Deputy Speaker(s). The person submitting the motion must be an MP of any party.
    To:
    Motion of no Confidence against the Speaker / Chairman of Ways and Means/ Deputy Chairman of Ways and Means
    1) A Motion of No Confidence can be called against the Speaker, Chairman of Ways and Means, or Deputy Chairman of Ways and Means at any point during their speakership unless they have held the position for less than two weeks, or less than two weeks have passed since the last motion of no confidence was submitted against the Speaker/ Chairman of Ways and Means/ Deputy Chairman of Ways and Means.     Amend the Polling section of the Guidance Document from:
    1) All polls created in the MHoC, unless created by a moderator or community team member, will need to be authorised by the speaker or deputy speaker beforehand.

    Amend the Crisis Committee section of the Guidance Document from:
    (1.1) 1 member from each party (1.2) The Speaker and Deputy Speaker (1.3) The Foreign Secretary

    (1.1) 1 member from each party (1.2) The Speaker and Chairman of Ways and Means (1.3) The Foreign Secretary


    Notes
    This amendment establishes the seniority and responsibilities of the current Deputy Speaker should another be elected, paralleling the Speakership system of the RL HoC. Should this pass toronto353 shall take on the role of Chairman of Ways and Means.

    This seems totally pointless really... If you don't have enough time to be Speaker and so need multiple Deputies, it's simple - don't be Speaker...

    (Mostly couldn't be assed to read this massively seemingly pointless amendment, so just went off what I read in the Bar, and what's in the notes...)

    I should ask before I coment on this amendment gas the speaker asked the CT if they would be willing to give an extra person CA powers? Its all well and good us passing this but should the CT not want to give the powers it's a pointless amendment.

    I don't need this to pass to elect a second deputy and should this fail I'll still go right ahead and do it. This passing affirms the seniority of my pal toronto, who deserves to have his long and excellent service recognised. :redface:

    They probably won't, just leadership of the MP usergroup and the ability to send PMs to more than 5 people.

    Because of PR and the less adversarial system in the MHoC I'm not sure if there's much point in thinking of it in terms of sides.

    Nope, they'll probably need an automatic sub as CAs get, but apart from that, I don't think that they'll need to move posts etc, the mods can still do that for them.

    CA powers don't allow you to edit wikis and I don't think they would need to do that anyway. And given that they'd only act when both the Speaker and Chairman were indisposed I'm not sure they'd need CA powers. I'll speak to the mods though.

    In Opposition if the Libs were in Government or vice versa.

    And yes, that would mean they faced re-election termly: I guess it works better in RL where you get a 5-year run at the job.
