How would you go about answering the question "Which was more significant, the 1832 or 1867 Reform Act?"

I was going to go down the line of saying the 1867 act had a greater practical impact prima facie (enfranchised more people etc.) but could never have happened without the initial reform in 1832, which, though limited, set the ball rolling so to speak.

I have the basis of an argument but am struggling to see how, in an exam, you could get four distinct paragraphs in there, assessing relative significance.

Any ideas?
