I'm deciding what uni's I want to firm, and the two I am choosing between have the same grade requirements. However, the uni I applied to with the lower grades that would be my insurance choice, I would not want to go to if I didn't get the grades for my firm. Is it worth putting it as an insurance choice even though I wouldn't want to go?

No, don't pick an insurance choice you dont want to go to. It's not something people usually do but you could put one of the choices with the same grades as your insurance as they could be more lienient than your firm and it'd be better than not having one.
