Does anyone know what type of ships the IS Navy has and their operational range? I know that they're able to get troops from Syria to Libya so is assume they have a sizeable Navy.
Also if Latakia navy in Syria base falls to IS which is quite possible now the Russians have left Syria could ISIS seize nuclear submarines and war ships?

As of the beginning of this month IS owned the following:

    247 Battleships
    16 Frigates
    72 Submarines
    1 Winged Horse
    2 Aircraft Carriers
    749 Surfboards
    6 Large Wooden Barrels and 2 Medium-Sized
    17 Swan Pedalos
And an unknown number of Viking Rowboats (believed to be between 20 and 60).

They probably have even more by now.

IS does not have a navy. They haven't sent fighters to Libya with a navy. Some Libyan fighters fighting with ISIS in Iraq and Syria have returned home, apparently at the request of ISIS, but they get there the way any normal person would (probably smuggle themselves into Turkey first). Their fighters in Libya will also include a lot of locals who've joined up with them.

The bases in Latakia and Tartous are safe from attack by any group, whether rebel or ISIS (neither are anywhere near the base). The rebels have pretty much been pushed out of Latakia province, and ISIS is not in the province or in neighbouring Idlib province. Tartous has no rebel or ISIS presence either.

In the extraordinarily unlikely event of them getting ahold of any naval vessels they couldn't possibly hope to be able to use them in anything that approaches an effective manner before getting summarily destroyed.

Plus let's be honest, these guys go to great pains to avoid attacking those who fight back. They prefer civilians to the armed soldiers you tend to find in military bases.
