I understand that friction can act with the tension or against the tension but i don't understand the inequalities created in the solution bank answer. The link for the solution bank and question is given below.

The first one is when both friction and tension act towards the centre of the axis of rotation.

The second one is when the tension and friction act in opposite directions towards the centre of the axis of rotation.
