    Might not actually reduce pollution levels because those who pollute excessive amounts will just buy up the permits from smaller firms therefore pollution hasn't decreased.

    The Kyoto Protocol expired in 2012 didn't it? Why would tradable pollution permits come up considering it's not used any more?
    I don't think it is anyway. I may be wrong though so I'm still going over it.
    No one thinks provision of information could come up?

    Info failure is a result of market failure, they normally ask how effective X is in reducing market failure from information failure. See jun 13

    it could only come up with a market intervention like regulation, tax etc, and so not on its own

    Guys I want to plan my 18 marker and i do it big so it takes a whole page- can I use the last additional page to plan? I won't even need aditional pages so should I just put 'plan' at the top so they don't mark it?
