Hi, say someone finished their A levels a few years ago and isn't too happy about their results. If they retake everything (every single module) and gets like 100% in all of them and then apply next october, would they have to mention that all their new grades are retakes? Like would it matter if they don't say that they already did A levels before, did badly, then retook everything? I don't think there's any space for mentioning this (including the SAQ for Cambridge for example) so it doesn't seem that retakes matter too much. However I was told that specificalyl oxbridge can ask exam boards for extra info about you like what grades you got previously, (but what if you used a new exam board?)

No. they care about what you can do, not whether you got it right first time.
