    You can almost certainly apply. Most medical schools will subject you to two separate processes; the first being admissions (grades, UCAS form, interviews, etc) and the second being fitness to practice (FTP). You don't usually need to declare FTP issues until after you have been offered a place - at which point you will be asked to complete a form about your health, convictions, etc. You will want to be completely upfront and honest on this form as it will be much harder to deal with undeclared issues once you have actually started the course.

    A special committee within the medical school will hear details from you and possibly ask for evidence from your treating consultant (and others) before making a decision about whether you are likely to be able to work safely as a doctor in the future.

    The fact that you are subject to a CTO won't be a problem in itself but some of the underlying issues (the health problem, how well controlled it is, whether or not you are compliant with treatment, how much insight you have, etc) could pose an obstacle. Importantly, the admissions and FTP processes are however completely separate and so there's no reason why you should be rejected outright because of the CTO.
